Turn Notification Volume to Max when Phone Unattended

This rule is to turn the volume on your notifications up when your phone is supposed to be left unattended so that you can notice them from far away.

When the screen is turned on, your phone will be switched to vibrate so it doesn't blare when you are already likey to be aware it went off.
