There is currently no option to hide your 'Last time seen' on the Android version of Whatsapp. Another rule disables WiFi and mobile data when the app is launced to prevent this notification from being transmitted. This rule enables WiFi and mobile data when the app is closed. Any messages you send are then delivered.
